With an active participation of at least 24 people, knowledge was shared and doubts about the content of the module were resolved.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">One of the key points discussed was the mandate of the health system in Guatemala. One of the participants quoted: \u201cIt is the obligation of the State to generate the conditions so that the population can improve its health situation\u201d. This statement underlines the state's responsibility in promoting the health and wellbeing of the population.<\/span><\/p>\n<p><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-3060 size-full\" src=\"https:\/\/cegss.org.gt\/wp-content\/uploads\/2026\/04\/28-de-junio.png\" alt=\"\" width=\"1959\" height=\"1642\" srcset=\"https:\/\/cegss.org.gt\/wp-content\/uploads\/2026\/04\/28-de-junio.png 1959w, https:\/\/cegss.org.gt\/wp-content\/uploads\/2026\/04\/28-de-junio-300x251.png 300w, https:\/\/cegss.org.gt\/wp-content\/uploads\/2026\/04\/28-de-junio-1024x858.png 1024w, https:\/\/cegss.org.gt\/wp-content\/uploads\/2026\/04\/28-de-junio-768x644.png 768w, https:\/\/cegss.org.gt\/wp-content\/uploads\/2026\/04\/28-de-junio-1536x1287.png 1536w, https:\/\/cegss.org.gt\/wp-content\/uploads\/2026\/04\/28-de-junio-14x12.png 14w\" sizes=\"(max-width: 1959px) 100vw, 1959px\" \/><\/p>\n<p><span style=\"font-weight: 400;\">The reflection continued with the analysis of the two main entities in charge of guaranteeing the right to health in the country: the Ministry of Public Health and Social Assistance (MSPAS) and the Guatemalan Institute of Social Security (IGSS).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Article 17 of the Health Code details the functions of the MSPAS, which include:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Ensure compliance with international treaties and conventions related to health.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">To develop health promotion, prevention, recovery and rehabilitation actions, and the relevant complementary actions, in order to provide the population with the satisfaction of their health needs.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Promote and strengthen the participation of communities in the partial or total administration of health actions.<\/span><\/li>\n<\/ul><div><br><\/div>\n<p><span style=\"font-weight: 400;\">The structure of the Ministry of Health and Social Assistance (MSPAS), described in Article 19 of the Health Code, was also discussed.
