With an active participation of at least 24 people, knowledge was shared and doubts about the content of the module were resolved.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">One of the key points discussed was the mandate of the health system in Guatemala. One of the participants quoted: \u201cIt is the obligation of the State to generate the conditions so that the population can improve its health situation\u201d. This statement underlines the state's responsibility in promoting the health and wellbeing of the population.<\/span><\/p>\n<p><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-3060 size-full\" src=\"https:\/\/cegss.org.gt\/wp-content\/uploads\/2026\/04\/28-de-junio.png\" alt=\"\" width=\"1959\" height=\"1642\" srcset=\"https:\/\/cegss.org.gt\/wp-content\/uploads\/2026\/04\/28-de-junio.png 1959w, https:\/\/cegss.org.gt\/wp-content\/uploads\/2026\/04\/28-de-junio-300x251.png 300w, https:\/\/cegss.org.gt\/wp-content\/uploads\/2026\/04\/28-de-junio-1024x858.png 1024w, https:\/\/cegss.org.gt\/wp-content\/uploads\/2026\/04\/28-de-junio-768x644.png 768w, https:\/\/cegss.org.gt\/wp-content\/uploads\/2026\/04\/28-de-junio-1536x1287.png 1536w, https:\/\/cegss.org.gt\/wp-content\/uploads\/2026\/04\/28-de-junio-14x12.png 14w\" sizes=\"(max-width: 1959px) 100vw, 1959px\" \/><\/p>\n<p><span style=\"font-weight: 400;\">The reflection continued with the analysis of the two main entities in charge of guaranteeing the right to health in the country: the Ministry of Public Health and Social Assistance (MSPAS) and the Guatemalan Institute of Social Security (IGSS).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Article 17 of the Health Code details the functions of the MSPAS, which include:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Ensure compliance with international treaties and conventions related to health.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">To develop health promotion, prevention, recovery and rehabilitation actions, and the relevant complementary actions, in order to provide the population with the satisfaction of their health needs.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Promote and strengthen the participation of communities in the partial or total administration of health actions.<\/span><\/li>\n<\/ul><div><br><\/div>\n<p><span style=\"font-weight: 400;\">The structure of the Ministry of Health and Social Assistance (MSPAS), described in Article 19 of the Health Code, was also discussed. This article establishes that, at the central level, the MSPAS is responsible for the direction and conduct of health actions, the formulation and evaluation of health policies, strategies, plans and programs, the standardization, surveillance and control of health, and the supervision of the provision of health services.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">These sessions not only provided a comprehensive review of the content of the module, but also fostered a space for reflection and critical discussion on the role of the State and institutional structures in the promotion and protection of the right to health in Guatemala.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>","protected":false},"excerpt":{"rendered":"<p>El cierre de las sesiones I y II del M\u00f3dulo 5 del curso de la Escuela Ciudadana por el Derecho a la Salud se centr\u00f3 en repasar el mandato y funcionamiento del Ministerio de Salud P\u00fablica y Asistencia Social (MSPAS). Con una participaci\u00f3n activa de al menos 24 personas, se compartieron conocimientos y se resolvieron dudas sobre el contenido del m\u00f3dulo. Uno de los puntos medulares discutidos fue el mandato del Sistema de Salud en Guatemala. Una de las participantes cit\u00f3: \u201cEs obligaci\u00f3n del Estado generar las condiciones para que la poblaci\u00f3n pueda mejorar su situaci\u00f3n de salud\u201d. Este enunciado subraya la responsabilidad estatal en la promoci\u00f3n de la salud y el bienestar de la poblaci\u00f3n. La reflexi\u00f3n continu\u00f3 con el an\u00e1lisis de las dos entidades principales encargadas de garantizar el derecho a la salud en el pa\u00eds: el Ministerio de Salud P\u00fablica y Asistencia Social (MSPAS) y el Instituto Guatemalteco de Seguridad Social (IGSS). El art\u00edculo 17 del C\u00f3digo de Salud detalla las funciones del MSPAS, que incluyen: Velar por el cumplimiento de los tratados y convenios internacionales relacionados con la salud. Desarrollar acciones de promoci\u00f3n, prevenci\u00f3n, recuperaci\u00f3n, y rehabilitaci\u00f3n de la salud, y las complementarias pertinentes, a fin de procurar a la poblaci\u00f3n la satisfacci\u00f3n de sus necesidades en salud. Propiciar y fortalecer la participaci\u00f3n de las comunidades en la administraci\u00f3n parcial o total de las acciones de salud. Asimismo, se profundiz\u00f3 en la estructura del Ministerio de Salud y Asistencia Social, descrita en el art\u00edculo 19 del C\u00f3digo de Salud. Este art\u00edculo establece que, a nivel central, el MSPAS es responsable de la direcci\u00f3n y conducci\u00f3n de las acciones de salud, la formulaci\u00f3n y evaluaci\u00f3n de pol\u00edticas, estrategias, planes y programas de salud, la normalizaci\u00f3n, vigilancia y control de la salud, y la supervisi\u00f3n de la prestaci\u00f3n de los servicios de salud.
